As of 1 October 2018, ECO3 will consist of two separate obligations:
1. In ECO3, suppliers must achieve at least 15% of their total HHCRO by delivering measures to domestic premises in rural areas (the rural sub obligation). This means that, unlike current rural delivery, rural delivery under ECO3 will have to meet the household eligibility criteria. Suppliers are obliged to reduce carbon emissions by promoting the installation of wall and roof insulation. Other insulation measures can also be installed, as long as they meet certain conditions.
2. Home Heating Cost Reduction Obligation (HHCRO). Full grant depend on occupier’s circumstances such as benefits received, household’s total earning, number of children living at the property, age of the children and many other factors. Full cost of insulation will be covered by the grant but in some cases you might have to contribute towards the grant if the full grant do not cover the full cost.
